Microsoft Local Language Program

This article outlines Microsoft's new local language program. With the continueing threat that Free and Open Source localisation efforts place on Microsofts existing business with Government's they had to respond. I still wonder why anyone would help them translate software that they still have to pay for and cannot give to their neighbours. Better yet why are educational institutions and Governments being coopted into paying for the translations for which Microsoft should be footing the bill?
